Cobra wants a device developed by Dr Lucifer, that can control animals with a high
frequency sounds.  With it, Cobra can create an army of animals to take over the world!
(Place evil laugh here)

Before Dr Lucifer will hand it over, Cobra has to break the doctor's girlfriend out of
jail for him.  G.I.Joe gets wind of the plan, and replace the girlfriend, Attilla, with
Scarlett in disguise.  She doesn't fool Dr Lucifer for a moment, and is quickly captured!
